Mr. Lu has extensive experience in performing air dispersion modeling studies and the preparation of air toxic health risk assessments (HRA), applications for permits to construct and operate (PTC/O), application for certifications (AFC), environmental impact reports (EIR), new source reviews (NSR), prevention of significant deterioration (PSD) analysis, and other environmental studies. American Petroleum Institute Analysis of LDAR Data in Southern California Refineries - Constructed ACCESS database for refinery component leaks using LDAR data [SCAQMD Rule 1173] collected from seven major refineries for five years [11.5 million screening values]. Performed extensive analyses of those data to demonstrate the distribution of leaks. Provided the data input to three American Petroleum Association reports and co-authored two peer-reviewed papers on this subject presented at A&WMA Annual meetings. Toxics Hotspots Health Risk Assessments for Various Confidential Clients - Performed dispersion modeling and provided PowerPoint visuals for legal testimony in defense of three Proposition 65 lawsuits. PremAIR Testing Team. As part of a joint venture between Ford Motor Corp., Engelhard West, Inc., and the South Coast Air Quality Management District, project was to road test three cars equipped with a new smog reducing technology. This technology, instead of reducing smog emissions from the car, would remove ground level ozone to prevent smog from forming in the upper atmosphere. Duties included collecting data, finding and resolving problems related to data collection, and presenting findings to project administrators.
