Ms. Latt specializes in air quality engineering and compliance. Her areas of expertise include providing comprehensive air quality compliance management and assistance for aerospace, pharmaceutical, and chemical facilities. Specifically she has provided air emission inventories, health risk assessments, preparation of NSR and Title V permits, facility rule and permit compliance audits, and regulatory analysis of proposed rule changes. She has prepared permitting analysis to determine impacts from Title V, BACT, air toxics, and other industry specific requirements and provided information management for air quality recordkeeping. Other areas include air toxics and criteria pollutant emissions quantification by performing facility mass balances, air dispersion modeling, risk assessments, and risk reports. She has worked with major aerospace companies, chemical and medical device manufacturers, natural gas processing plants, and Naval bases. Ms. Latt is knowledgeable about SCAQMD, VCAPCD and MDAQMD regulatory requirements.

Michigan Department of Environmental Quality, 2000 - 2002 Senior Environmental Engineer, Lansing, MI

Ms. Latt provided in-depth pollution prevention (P2) technical assistance to the metal finishing industry, including engineering evaluations, research, outreach, technical workshops, and program development. She published case studies, fact sheets, and guidance documents on the best available P2 technologies. Examples included purchasing conductivity controls for industry. She documented water savings of 860,000 gallons annually and held lead worker responsibilities in Technical Support Unit.

Ms. Latt coordinated and managed four technology demonstration projects totaling $200K to facilitate the adoption and implementation of practical and cost effective P2 and energy efficient equipment and methods through grants and stakeholder initiatives. She drafted grant RFPs and ranked and selected best candidate projects. Projects included microbial cleaning, ultrasonics, rinse water reuse, and hexavalent chromium conversion. Her projects culminated in showcase demonstration workshops for industry.

Ms. Latt oversaw the development and implementation of the P2 Internship Program for industry and MI universities. She located 3 facilities to place 3 interns; and interviewed, selected, trained and mentored the students. Her project culminated in case studies for industry use.

Ms. Latt managed other P2 initiatives that provided technical assistance such as the Pulp and Paper Pollution Prevention Program (P5) and the Great Printers Project to promote P2 implementation. Ms. Latt's P5 won the National "Most Valuable P2" Award in 2000. She also wrote case studies on Nonylphenyl Ethoxylate elimination.

Advanced Micro Devices, Inc., 1993 - 1998 Senior Environmental Engineer, Sunnyvale, CA

Ms. Latt managed site compliance of a semiconductor manufacturing facility including air quality, SB 14 pollution prevention plans, hazardous waste reduction, emergency response, site closure, ozone depleting substance elimination, TRI reporting, permitting, and energy/global climate change programs.

She managed site P2 programs to implement source reduction by coordinating a cross-functional team of EHS, manufacturing, and facility managers to develop and implement P2 opportunities. She analyzed feasibility, production impacts, costs, and EHS effects. In addition, she developed site source reduction goal of 10%; actual reduction 44%.

Ms. Latt wrote publications in industry journals, authored corporate standards, served on SEMATECH technical advisory boards, and developed facility performance metrics.

Rockwell International, Rocketdyne, 1991-1993 Environmental Engineer, Canoga Park, CA

Ms. Latt developed and implemented an air quality compliance program for multiple facilities that included rocket engine manufacturing, nickel and cooper plating, coating, solvent and aqueous cleaning, degreasing, wastewater and groundwater treatment systems.

She submitted permit applications for new and modified equipment; performed air quality recordkeeping and reporting, investigated noncompliance issues and developed follow-up compliance strategies. She lead plant compliance audits, prepared Air Toxic Hots Spot Reports, and served as the environmental representative on corporate cross-functional aqueous cleaning team to eliminate ozone-depleting substances.

UCLA Extension, 1992 Co-Instructor

Ms. Latt taught "Advanced Technologies for Managing Hazardous Substances," course to industry/business personnel focusing on methods for evaluating and implementing new technologies using a systems approach. She emphasized assessing multi-media impacts and environmental permitting requirements.

Institute for Research and Technical Assistance, Los Angeles, CA, 1989-1991 Project Engineer

Ms. Latt provided technical support to various manufacturing industries to reduce or eliminate their use of ozone depleting substances and chlorinated solvents. The industries included metal cleaning, electronics, coating, and dry cleaning. She focused on multi-media compliance, and prepared technical reports analyzing P2 strategies such as material substitution, recycling, and process optimization.
