Fields of Experience:

Ms. Yorke is currently the President of Yorke Engineering, LLC. She has extensive Air Quality Permitting and Compliance experience at aerospace, military, utility, and industrial facilities. Ms. Yorke is a recognized expert on the SCAQMD's regulatory requirements, including Title V, RECLAIM, and New Source Review. Ms. Yorke has been a member of the SCAQMD’s Permit Streamlining Task Force, chaired by Norma Glover, the Governing Board’s Vice-Chair. Ms. Yorke teaches the Air Quality Permitting and Compliance Course for the University of California at Irvine Extension. This course prepares individuals for the South Coast Air Quality Management District’s Certified Permitting Professional Exam. Ms. Yorke also assisted The Southern California Gas Company prepare and give numerous air quality seminars including a sixteen hour Title V seminar series for their customers. Ms. Yorke has recently performed permitting projects in the SCAQMD, VCAPCD, and MDAQMD.

She has been intimately involved in Air Quality Regulatory development, including the South Coast Air Quality Management District’s RECLAIM, emissions trading, program. She has performed air quality projects requiring large facility auditing and compliance management planning; emission inventories; permitting (Title V and New Source Review); air pollution control systems; monitoring, recordkeeping, and reporting systems; health risk assessments; hazardous substance release planning; regulatory analysis and development; and agency negotiations.

Large Facility Compliance Management:

For over seven years, Ms. Yorke has provided air quality expertise and complete air quality compliance management oversight for several large aerospace facilities. These efforts have included detailed auditing of every air emission source, NSR and RECLAIM permitting, strategic planning and document preparation for Title V, agency interaction, source testing management, agency inspection coordination, AB 2588 Air Toxic “Hot Spots” reporting and management, freon reporting, annual emissions reporting, fee management, etc. During this time, these facilities have been inspected many times by agency inspectors and corporate auditors, and there have never been any significant findings.

Over the past seven years, Ms. Yorke has provided air quality compliance management and permitting expertise for over 20 manufacturing, utility, and military facilities in California. Specifically, she has assisted these facilities with strategic planning, Title V permitting, NSR permitting, regulatory compliance, RECLAIM, health risk, and other air quality compliance issues. Ms. Yorke is frequently called in to assist facilities where violations have been found or when other professionals have been unable to resolve permitting or compliance problems.

Emission Inventories:

Ms. Yorke has been the Project Manager for the preparation of many Criteria and Air Toxics emission inventory reports. The larger inventories she was responsible for were prepared for six large aerospace and electronics facilities as well as over ten large Navy and Marine Corps facilities in Southern California. These inventories were prepared for reporting annual emission fees, Air Toxics “Hot Spots” Inventory Reports (ATIRs), Title V applicability, New Source Review determinations, pollution prevention, and EPCRA reporting. Each of these projects required well organized data collection and management systems to handle all of the source, material, and usage information required. With detailed knowledge of how to complete these efforts efficiently, she was always successful in meeting or exceeding each facilities needs and expectations in a cost effective manner.

Ms. Yorke was responsible for the preparation of several large Assembly Bill 2588 (AB 2588) Air Toxics “Hot Spots” Inventory Plans and Reports (ATIP/ATIRs). Each of these ATIPs and ATIRs contained more than 20 source types and 300?1200 individual sources. As part of these projects, Ms. Yorke provided an aerospace manufacturer extensive technical advice concerning data management systems and the emission calculations required for AB 2588.

Ms. Yorke has also performed assessments for the EPA concerning the Emergency Planning and Community Right-to-Know emission inventories.

Health Risk Assessments:

Ms. Yorke has been responsible for the preparation of many Air Toxic Health Risk Assessments (HRAs). For example, HRAs were prepared for a major Southern California refinery, a Naval Hospital, and several petroleum storage and transfer facilities. Ms. Yorke also participated in the preparation of many other risk assessments, providing technical input as well as peer review. Recently, Ms. Yorke has provided management and review of HRAs for many permitting projects.

Regulatory Analysis and Development:

Ms. Yorke has provided expertise and analysis regarding new and developing air quality regulations. Ms. Yorke had provided comments and inputs to the SCAQMD’s NSR BACT determinations, permitting policies, monitoring requirements, and Title V regulations. Ms. Yorke managed the development of recommendations for emission calculation methods and monitoring techniques for combustion equipment under the South Coast Air Quality Management District's (SCAQMD) Regional Clean Air Incentives Market (RECLAIM) Program. The recommendations presented to the SCAQMD included cost-effective monitoring alternatives to Continuous Emission Monitoring (CEM) at a time when the district was considering CEMs on medium and small equipment.

In addition to teaching the UCI Extension Air Quality Permitting and Compliance course, Ms. Yorke is often requested to share her expertise at public forums. Judy has given many industry presentations including: Title V Compliance and New Source Review Permitting at Gas Company seminars, Permitting and Compliance Updates for Certified Permitting Professionals, the EEI Annual California Air Quality Update for Environmental Professionals, Air Quality Monitoring and Recordkeeping at a Regional Environmental Conference, Title V Compliance at a Navy and Marine Corps conference, and she was a panelist for a RECLAIM Seminar given by Latham and Watkins.

Ms. Yorke has worked closely with the SCAQMD staff on many policy issues. She worked with the Deputy Executive Officer on the first inter-basin transfers of RECLAIM Trading Credits and Emission Reduction Credits. She is also working with an Assistant Deputy to improve the Certified Permitting Professional program. Previously, she has worked with various Senior Managers on RECLAIM, permitting, and air toxics issues for various clients.

Title V Permitting:

Ms. Yorke managed a Title V review project for the corporate headquarters’ of a major aerospace company. The project required the review of and recommendations for the Title V applications and resulting permits for twelve Major Sources located nationwide. In addition, Ms. Yorke has assisted the facilities prepare their applications by providing guidance documents and technical briefings.

Ms. Yorke has prepared Title V permits and permit modifications for many Major Sources in California. She has also assisted many facilities to remain Minor Sources, become Synthetic Minors, or become otherwise remain excluded from the Title V program.

Previously, Ms. Yorke was the Project Manager of five Title V projects performed for Navy and Marine Corps bases in Southern California. These projects required emission inventories, compliance assessments, and compliance plans, as well as permit applications. Because of the Base Realignment and Closure laws that changed these bases, there have been many complex issues to address with respect to Title V. There were many issues raised and negotiated with the local districts, the California Air Resources Board, and the U.S. EPA. These issues have included the handling of various commands and even different government entities at a single facility; the inclusion/exclusion of Tactical Support Equipment; the needs and requirements for NSR, PSD, and Title V permits and offsets needed due to the relocation of squadrons and support equipment; the treatment of hush houses and jet engine test cells; etc.

New Source Review Permitting:

Ms. Yorke has been responsible for permitting numerous new sources within California. These sources have included internal combustion engines, boilers, turbines, manufacturing process lines, painting, plating, utility, oil and gas processing, and control equipment. All of these permits required Best Available Control Technology (BACT) analyses, air dispersion modeling, health risk assessments, and regulatory compliance analyses. Some of these permits have involved public notice and CEQA issues. In each case, the facility received their permits following a review by the local permitting agency and/or EPA if a Title V facility.

Hazardous Substance Releases and Management:

Ms. Yorke was responsible for the preparation of a Hazardous Substance Spill Contingency Plan and an Oil Spill Contingency Plan for the Long Beach Naval Shipyard. She also directed the Spill Prevention Control and Countermeasures Plans and an engineering study for a hazardous and flammable storage facility at the shipyard.

Ms. Yorke was responsible for the Risk Assessment at a Treatment, Disposal, and Storage Facility that included the characterization of accidental process and transportation releases and recommendations for mitigation measures.

Government Contracts Management:

Ms. Yorke was the Project Manager of five Indefinite Quantity (IQ) contracts for Air Quality Services with the Naval Facilities Engineering Command, Southwest Division. She directed more than 60 delivery orders under these contracts. These projects include air toxic and criteria pollutant emission inventories (plans and reports), health risk assessments, air permitting (New Source Review and Title V), Air Quality Management Plans, air pollution control system design, source testing, Ozone Depleting Substance (ODS) surveys, asbestos surveys, indoor air quality analyses, hazardous materials handling, pollution prevention, and RECLAIM compliance. On a fixed price basis, she managed each of these projects within budget and meeting or exceeding the client’s needs and expectations.
