Our History
Yorke Engineering, LLC was founded 10 years ago as a firm of engineers specializing in solving Environmental and Air Quality Permitting and Compliance issues for industrial as well as governmental facilities. We have been very successful in providing strategic solutions for our customers, to meet their unique needs.

We also have satellite offices in Pasadena and Diamond Bar.


Manufacturing Manufacturing

Yorke Engineering is familiar with a wide variety of manufacturing operations and the associated Environmental and Air Quality challenges. We have worked with both small facilities with a few permits to companies with hundreds of sources. Often times, customers have project needs that require a focused effort, and in other cases, customers prefer a compliance maintenance program either on-site or off-site. In addition, many customers find it advantageous to have a partner in government agency negotiations (such as EPA, SCAQMD, etc..). No matter what the situation, our goal is efficient and organized compliance at a reasonable cost.

Government Government

Governments require assistance in both general environmental areas such as Water and Waste as well as Air Quality. Air Quality for government clients is split into the mobile source and stationary source categories due to the different models and agency jurisdiction. Yorke Engineering is experienced with a wide variety of government clients from small cities to the Federal Government. In addition, Counties, Water Districts, Ports, Transportation Authorities, and a variety of special agencies all have environmental issues in which Yorke Engineering can help.

Petroleum Petroleum

Yorke Engineering has extensive experience in the petroleum industry which has unique equipment and processes. New permitting and on-going compliance are significant issues, as is the timeliness of agency response. Yorke Engineering’s long history in Southern California and SCAQMD knowledge are of significant value to these clients. Operational flexibility is one of the key goals in setting up the structure of permits and planning for the regulatory environment.

Industrial Processing Industrial Processing

There are many businesses that have special processes, such as pharmaceutical, food processing, building materials, and many others, that require special Air Quality attention and have to also comply with Water and Waste requirements. Yorke Engineering has a long list of these type of unique operations and has been very successful in setting up concise , thorough, and efficient compliance programs. Our high level of staff experience has been of particular value to this customer set allowing them to focus on their core business.

Judy Yorke, M.E. & E., P.E., C.P.P., is owner and Principal Engineer at Yorke Engineering, LLC. She has extensive Air Quality Permitting and Compliance experience at aerospace, military, power generation, and industrial facilities. She has been involved in Air Quality Regulatory development for over 16 years. She teaches “Air Quality Permitting and Compliance” for UC Irvine Extension every Spring, and has taught this 30-hour Certified Permitting Professional (CPP) preparatory course for over 10 years.

Brian Yorke, M.E. & E., is responsible for the Marketing, Finance, and Administrative Operations of Yorke Engineering. Brian brings over 15 years of experience with Fortune 500 Companies. Brian has also performed project work in the following areas: Title V audits and Gap Analysis, RECLAIM program compliance and databases, IC Engine permit databases , and SCAQMD Permitting.

Milan Steube, C.E., C.P.P., is also a Principal Engineer with over 30 years experience in air, water and waste management with an extensive background in the petroleum industry. His fields of experience include regulatory coordination, monitoring, reporting and training on major environmental activities and programs. He has completed two UC Irvine environmental management certificate programs.

Peter Moore, A.E., C.P.P., is currently a Senior Engineer at Yorke Engineering. He has extensive experience at aerospace and industrial facilities. He has performed air quality projects requiring auditing and compliance assessment, permitting, and health risk assessments for over 7 years at Yorke Engineering.

Jenna Latt, Ch.E., also one of our Senior Engineers, is a chemical engineer with over 16 years experience providing in-depth pollution prevention analysis in addition to environmental compliance and permitting assistance. She has worked on air quality projects at aerospace, petroleum, plastics, pharmacological, semi-conductor, and metal finishing facilities, including compliance management, air dispersion modeling and health risk assessments.

Kelvin Lu, E.E., a Senior Engineer, has over 8 years experience in air emissions estimations and inventories, air dispersion modeling, air quality impact analysis, and other air permitting and certification projects. He also has prepared air quality impact analyses, including CO and PM10 and Hot Spot Analyses. Kelvin has been responsible for permitting analyses, including dispersion modeling and health risk analyses, for major modifications at several California power plants.

Barbara Ross, B.S., CHMM, is a Senior Engineer and specializes in safety and hazardous materials management as well as air and environmental compliance. Barbara has over 17 years experience in the safety and environmental compliance fields.
